4733-9-01.

QUALIFICATIONS FOR REGISTRATION BY REGULAR EXAMINATION

The board will consider applications from persons possessing one of the following qualifications:

  1. Professional engineer--A graduate of an approved engineering curriculum of four academic years or more from a school or college approved by the board, and who has had four or more years of experience after graduation of a type satisfactory to the board.

  2. Professional engineer--Having satisfactorily completed four academic years or more from a college curriculum in engineering that is not approved by the "Education Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET)", in engineering technology or in a related science approved by the board and who has eight years or more of progressive experience in engineering work after graduation indicating that the applicant is competent to be placed in responsible charge of such work.

  3. Professional engineer--Applicants who filed an application on or before December 31, 1975 may complete their qualifications as a professional engineer with a record of eight years or more of practical engineering experience of a character and grade acceptable to the board. A notarized record in minute detail must be submitted to prove that four years of said experience is of a quality equivalent to the education required for graduation from an approved curriculum in engineering of four years or more in a recognized school or college of engineering.

  4. Professional surveyor--A graduate of an approved engineering and surveying curriculum of four academic years or more from a school or college approved by the board and who has had an additional four years of experience in surveying. At least two years of the experience must be accomplished in the field (office experience is not acceptable) in boundary surveying of a nature that indicates the applicant is competent to be placed in responsible charge of land surveying as defined in rule 4733-31-01 of the Administrative Code.

  5. Professional surveyor--A record of eight years of approved practical engineering and surveying experience with at least four years of said experience to be of a quality equivalent to a degree from an approved curriculum in engineering and surveying. Four additional years, at least two years of which must be accomplished in the field (office experience is not acceptable) in boundary surveying of a nature that indicates the applicant is competent to be placed in responsible charge of land surveying as defined in rule 4733-31-01 of the Administrative Code. A notarized record must be submitted to the board which demonstrates, in minute detail, that the experience is of the required quality.

  6. As a professional surveyor after December 31, 1992, either by:

    1. Graduation from an approved curriculum in surveying of four years or more in a recognized school or college, and a specific record of an additional four years or more of surveying office and field experience of a character acceptable to the board, with at least two of these years in responsible charge of this work under the direct supervision of a professional surveyor, and passing the prescribed written, or written and oral examination;
    2. Graduation from an approved curriculum in civil engineering of four years or more in a recognized school or college, successful completion of at least twenty-four quarter hours, or equivalent semester or trimester hours, of approved surveying courses in surveying directly and mapping arts and sciences, except that courses successfully completed as prior studies may be credited by the board toward this requirement, of which at least eight quarter hours, or equivalent semester or trimester hours, are in property surveying, and a specific record of an additional four years or more of surveying office and field experience of a character acceptable to the board, with at least two of these years in responsible charge of this work under the direct supervision of a professional surveyor, and passing the prescribed written, or written and oral examination.

  7. Applications filed after December 31, 1992, under paragraph (D) or (E) of this rule shall not be considered as meeting the minimum requirements for registration as a professional surveyor. This division does not affect persons who are already registered, or persons who have their applications on file to become registered by December 31, 1992, as professional surveyors.

  8. This rule covers applications for registration by regular examination which will be acceptable to the board prior to January 1, 1993 (after which date all surveyor applicants must have a B.S. surveying degree or a B.S.C.E. with twenty-four hours of surveying courses approved by the board to become registered as a professional surveyor in the state of Ohio.

    1. All applicants who as of December 31, 1992 have filed an application and subsequently have been approved by the board to take the fundamentals of surveying examination and have been issued an approval letter from the board will be eligible for registration by regular examination whether or not they have passed the fundamentals examination by January 1, 1993.
    2. Any applicant who by January 1, 1993 has filed an application for registration by regular examination and who could be eligible to qualify to take the fundamentals of surveying examination by January 1, 1993, but who is not presently eligible to take such examination due to the requirements set forth in paragraph (B) (2) ("qualifications for certification") of rule 4733-11-01 of the Administrative Code, will be exempt from the requirement that such applicant has a B.S. surveying or B.S.C.E. degree with twenty four quarter hours of surveying courses approved by the board provided that such applicant has filed an application with the board and has furnished all other required documentation and is approved by the board by December 31, 1992; otherwise, any such applicant will be subject to the requirement that he or she have a B.S. surveying or B.S.C.E. degree with twenty-four quarter hours of surveying courses approved by the board.
    3. Any applicant who cannot qualify to be eligible to take the fundamentals of surveying examination by January 1, 1993 will have such application returned and will be subject to the requirement that he or she have a B.S. surveying or B.S.C.E. degree with twenty-four quarter hours of surveying courses approved by the board to be considered for registration by regular examination.
    4. In all cases set forth above, the application fee as set forth in rule 4733-19-01 of the Administrative Code shall be retained to cover the board staff cost to process such application.

  9. Cut-off date for new or renewed applications for each examination is ninety days before the examination date. All experience or education and experience requirements must be met ninety days before the examination date.

  10. An examinee may be late up to one hour in the a.m. examination portions and one-half hour in the p.m. portion from the start of the time the chief monitor starts the examination. Positive identification must be furnished by the late arrival examinee.

  11. The board's approved Bachelor of Science degrees are:
    chemistry, physics, mathematics, geology science, geodetic science, oceanography, four year bachelor of engineering technology, environmental sciences, non-eac/abet [sic] four year bachelor science, safety and fire protection engineering and non-eac/abet [sic] four year bachelor of science engineering degree. All come under the twelve year education/engineering experience registration law.

  12. Evaluation of surveying experience "acceptable" to total experience and to the required two years of boundary surveying in the field:

    1. Determination and monumentation of land boundaries.
    2. Topographic and mapping
    3. Preparation of maps, showing shape and area of tracts of land, and subdivisions into smaller tracts.
    4. Preparation of plats/maps including:
      1. Topography.
      2. Alignment and preliminary grade of streets
    5. Measuring and locations:
      1. Lines, angles, elevations.
    6. Natural and manmade features in:
      1. Air.
      2. Surface of earth.
      3. Underground works.
      4. Bodies of water.
    7. Maximum of six months of Rodman/Chainman time.

  13. "Not acceptable" to the required two years of boundary surveying in the field but acceptable to the total requirement:

    1. Staking of the centerline of a road, street, pole center, culvert, sewerline, or water line.
    2. Taking cross-sections.
    3. Rough staking (with wood stakes) of right-of-way for a highway or street.
    4. Preparation of maps showing the alignment of smaller tracts of land and/or site development.

ACCEPTABLE EXPERIENCE DEFINED

  1. The acceptable engineering experience of an applicant shall concern recognizable engineering duties and progressively show an increasing application of engineering principles, original thought and independent responsibility.

  2. Responsible charge of engineering or surveying teaching of an approved curriculum may be construed to be responsible engineering or surveying experience.

  3. The execution, as a contractor, of work designed by a professional engineer, or the supervision of the construction of such work as a foreman or superintendent is not deemed to be practical experience in engineering work unless the applicant presents evidence satisfactory to the board that such work involves engineering decisions and practices and that the applicant is competent to be placed in responsible charge of engineering work.

  4. The board will consider satisfactory graduate study resulting in a graduate degree, or degrees, in engineering equal to experience up to a maximum of two years credit of the experience required. Credit for work experience and for undergraduate or graduate study, occurring within the same period, shall not exceed the elapsed calendar time during which this occurs.

  5. Graduation in a curriculum other than engineering or surveying from a college or university of recognized standing shall be considered as equivalent to two years of surveying experience.

  6. No applicant shall receive credit for more than six years of engineering or surveying experience because of educational qualifications.

  7. Engineering experience, for a professional engineer's practical experience requirement, or surveying experience, for a professional surveyor's practical experience requirement, in any of the armed forces of the United States or civilian war services, shall be credited for registration.

  8. The acceptable land surveying experience shall be concerned with the determination of the location of land boundaries and land boundary corners; topography; the preparation of maps showing the shape and area of tracts of land and their subdivision into smaller tracts; the preparation of official plats or maps of said land including topography, alignment and preliminary grade of streets; the measuring and locating lines, angles, elevations, natural and man-made features in the air, on the surface of the earth, within underground workings, on the beds of bodies of water and the determination of geographic meridians and geodetic positions by application of the "Ohio Co-ordinate System" as defined in Chapter 157. of the Revised Code or any local coordinate system which is related to it.

  9. The surveying experience, which is incidental to other branches of engineering, such as staking the centerline of a road, street, culvert, sewer line, water line, or pole line; taking cross-sections; staking a highway or street right-of-way; preparation of maps showing the alignment of roads, streets and rights-of-way of same to give access to smaller tracts of land; and site development is acceptable, but cannot be a part of the required two years of practical field experience in land surveying.

  10. The satisfactory completion of each year of an approved curriculum in engineering or surveying in a school or college approved by the board as of satisfactory standing, without graduation, shall be considered as equivalent to a year of engineering and/or surveying experience. After December 31, 1975, this applies only to applicants for surveying registration.

ENGINEERING SCHOOL GRADUATES

  1. As used in this rule "an approved curriculum in engineering" is one which has been accredited by the "Accreditation Board for Engineering and Technology" or one which has been approved by the board as of satisfactory standing, and a "recognized school or college of engineering" means any college or university offering an approved curriculum in engineering.

  2. The education qualifications of applicants who are graduates of a recognized school or college of engineering shall be accepted.

  3. The status of graduates from schools of engineering, not so recognized, will be determined by the board.

  4. The board may allow an applicant who has satisfactorily completed a portion of an approved curriculum in engineering to substitute each academic year of work completed for a year of experience. After December 31, 1975, this applies only to applicants for surveying registration. An applicant desiring to obtain credit under this rule shall submit a certified copy of his transcript of college credits at the time the application is submitted. The transcript shall remain a part of the applicant's file.

  5. In the case of applicants who have college degrees in some branch of learning other than engineering, the board may allow credit not to exceed two years for surveying experience only.

EXAMINATIONS AND MINIMUM GRADES

  1. Examinations for surveyors and engineers tested in the disciplines of surveying, chemical, electrical, mechanical, environmental and civil engineering will be held two times each year in Columbus, Ohio. Examinations for engineers tested in the disciplines of aeronautical/aerospace, agriculture, ceramic, control systems, fire protection, industrial, manufacturing, metallurgical, mining and mineral, nuclear, petroleum and welding will be held once each year in Columbus. Other examinations may be held at such times and places as may be designated by the board.

  2. The written examination required for original registration will be given in two days, of eight hours each.

  3. In determining an applicant's qualifications for registration by written examination, the following minimum grades will be required:

    1. For stage one of the written examination, covering the fundamentals of engineering or fundamentals of surveying, a minimum grade of seventy will be required for passing.
    2. For stage two of the written examination, covering the principles and practice of engineering, a minimum grade of seventy will be required for passing.
    3. For stage two of the written examination, covering the principles and practice of surveying, the average grade shall be computed by multiplying the score of the national examination by three, adding the score of the Ohio examination and dividing the total by four. A minimum average grade of seventy will be required for passing.

QUALIFICATIONS FOR CERTIFICATION

This classification is available to those persons who have not acquired sufficient acceptable experience for full registration. Specifically, the following persons may be admitted to the first stage of the examination.

Engineer-Intern

  1. Recent graduates of, or students who are candidates for graduation from, or who have completed at least four full academic years of the curriculum of a recognized school or college of engineering. An applicant for examination under this provision must submit with his application an official transcript showing graduation or have endorsement of school officials familiar with his educational status. The endorsement is to be submitted in a form prescribed by the board.

  2. An applicant who has satisfactorily completed four academic years or more from a college curriculum in engineering or in related science other than the ones approved by the board. An applicant for examination under this provision must submit with the application an official transcript showing the degree and date earned.

Land Surveyor-Intern

  1. Recent graduates of, or students who are candidates for graduation from, or who have completed at least four full academic years of the curriculum of a recognized school or college of surveying. An applicant for examination under this provision must submit with his application an official transcript showing graduation or have endorsement of school officials familiar with his educational status. The endorsement is to be submitted in a form prescribed by the board.

  2. An applicant with a record of four years or more of practical engineering and surveying experience which is of a quality equivalent to the education required to graduate from an approved four-year curriculum in engineering and surveying in a recognized school or college of engineering and surveying. At least one year of the practical experience must be accomplished in the field in land surveying as defined in rule 4733-31-01 of the Administrative Code. This division applies only to those persons who have their application on file to become registered by December [sic] 31, 1992, as professional surveyors.

  3. Recent graduates of an approved curriculum in civil engineering of four years or more in a recognized school or college and twenty-four quarter hours, or equivalent semester or trimester hours of board approved surveying courses. An applicant for examination under this provision must submit official transcripts showing graduation and surveying courses taken or have endorsement of school officials familiar with his education status.

EXAMINATIONS

  1. Examination for intern classification will be held in Columbus consecutively with the professional engineer examination, and at such other places as may be determined by the board.

  2. The examination will be written, and will be given in one eight-hour day. In general, the first stage examination for engineers [sic] intern shall test the applicant's knowledge of the fundamentals of engineering. The board may examine the applicant's knowledge of subjects as the board selects from the published curricula of the engineering colleges in Ohio which have been approved by the board.

  3. The first stage examination for surveyors [sic] intern shall test the applicant's knowledge of the fundamentals of surveying.
